Your AI Investment Isn’t Producing

The same gap that limits production throughput is killing your AI ROI

The A&D Readiness Gap | Part 2 of 3

I’ve watched this cycle play out at many major organizations I’ve worked with. Leadership commits to AI. Pilots launch with compelling use cases and early results. Then the call comes to scale, and nothing moves. The models work. The data isn’t ready. The governance doesn’t exist, and the teams that are supposed to adopt the outputs don’t trust them enough to change how they work.

Only 10 to 15% of enterprise AI pilots make it into sustained production use. Not because the technology fails. Because the operational systems required to support AI at scale don’t exist yet in most organizations.

In the first piece in this series, I argued that organizations confuse scale with readiness, investing in capacity without building the systems that convert investment into output. That readiness gap shows up on factory floors and in hospital operating margins. But nowhere is it more visible, or more expensive, than in enterprise AI. A global survey of nearly 2,000 executives found that nearly two-thirds remain in experimenting or piloting phases. Investment keeps growing. Production-scale results don’t.

The Problem: Enterprise AI investment is at record levels, but only 10-15% of pilots reach sustained production. The readiness gap that constrains physical production throughput is the same one killing AI ROI. Organizations are deploying AI into operating models that were never designed to absorb it.

What’s Driving It: Three operational failures, not technology failures. First, 63% of organizations lack AI-ready data practices, with siloed and poorly governed data producing outputs nobody trusts. Second, only one in five organizations have mature AI governance models, and virtually none have redesigned jobs to incorporate AI. Third, workforce skills are the single biggest barrier to integration, with most organizations focused on education rather than rethinking how work gets done.

What’s Emerging: A readiness-first approach that builds operational systems alongside AI deployment. In one A&D program, assessing hundreds of use cases with governance, process mapping, and business case validation before deployment produced tens of millions in annualized savings. The same parallel approach is being validated by research: high-performing organizations are three times more likely to redesign workflows while piloting AI.

What the Best Organizations Do Differently: They treat readiness as a practice, not a gate. They run targeted pilots that surface data quality gaps, governance needs, and workforce adoption barriers. They use what they learn to build foundations deliberately rather than waiting for perfect conditions or deploying without structure.

What You Can Do Now: Start with use cases that teach you something about your data, your governance, and your team’s ability to absorb change. Build the foundation informed by what pilots reveal, not in isolation from them. The organizations capturing AI’s value aren’t deploying the most pilots. They’re building the operational readiness to make pilots productive.

AI multiplies whatever it’s applied to

The instinct when AI pilots stall is to question the technology: the model wasn’t accurate enough, the vendor overpromised, the use case wasn’t right. Sometimes that’s true. But the data tells a different story about what’s actually going wrong.

Gartner found that 63% of organizations either lack or are unsure they have the right data management practices to support AI. Their projection: organizations will abandon 60% of AI projects that aren’t backed by AI-ready data through 2026. Model capability isn’t the barrier. It’s that the data feeding those models is siloed, inconsistent, and poorly governed.

This is the AI readiness gap: the structural disconnect between an organization’s investment in AI capability and its operational capacity to make that capability productive—the data integration, governance, workforce skills, and process redesign that determine whether pilots scale or stall.

Governance compounds the problem. Most organizations deploying AI haven’t resolved basic ownership questions: who validates the model’s outputs, who decides when to override, and who is accountable when the system gets it wrong. Deloitte’s 2026 AI survey of more than 3,200 senior leaders found that only about one in five have mature governance models for autonomous AI agents, and virtually none have fully redesigned jobs to incorporate AI capabilities. Organizations are deploying AI into operating models that were never designed to absorb it.

Then there’s the workforce dimension. The same survey identified insufficient worker skills as the single biggest barrier to integrating AI into workflows. The focus remains on education and upskilling rather than fundamentally rethinking how work gets done. In practice, this looks like an analyst who receives an AI-generated recommendation, doesn’t understand how it was derived, and quietly reverts to the spreadsheet process they’ve used for a decade. Multiply that by a thousand employees and you have an enterprise AI investment that technically works and practically doesn’t. When training is an afterthought rather than a deployment requirement, you get exactly the adoption gap that makes executives question the investment.

AI is a force multiplier. Applied to integrated data, governed processes, and capable teams, it accelerates outcomes. Applied to fragmented foundations, it accelerates the visibility of how broken those foundations are.

What readiness-first AI actually looks like

The pattern I’ve seen across major A&D organizations is that the ones extracting real value from intelligent automation aren’t the ones with the most sophisticated technology. They’re the ones that built the operational systems alongside the deployment.

In one enterprise-wide program I led, the challenge was straightforward in concept and enormous in scope: hundreds of manual, repetitive processes scattered across every business unit, consuming significant employee time on low-value activities. The organization wanted to automate. The instinct was to buy tools and deploy them fast.

Instead, we assessed hundreds of individual use cases organization-wide. Each use case was accompanied by detailed process mapping from current state to future state, technical fit assessments, cost-to-build estimates, and business case development with hard and soft savings defined. Each viable case went to the executive committee for approval before any development could begin. A cross-functional team with both functional and technical expertise served as the bridge between discovery, approval, and delivery.

The outcome: tens of millions in annualized savings and a measurable advance in the organization’s overall automation maturity. Quick wins through agile sprints maintained executive confidence while the pipeline continued to grow.

Governance existed before deployment, not after. Process owners were accountable from day one. And the people who would use the outputs helped design them.

Simpler, well-governed solutions deployed consistently outperformed more sophisticated approaches that never scaled.

That distinction is what separates the 10% that reach production from the 90% that don’t. It’s the readiness gap applied to AI: the same structural disconnect between investment and outcomes, now playing out in the most consequential technology investment most enterprises will make this decade.

The same pattern is playing out in financial services

Banks are living a version of this readiness gap that’s costing the industry hundreds of billions in unrealized returns.

Banks aren’t short on investment — global technology spending now exceeds $600 billion annually, and AI budgets keep climbing. But enterprise-scale deployment remains rare. Only 15% of retail banks have implemented generative AI according to a Celent survey of more than 100 U.S. financial institutions, and just 6% of consumer lending divisions have a strategy in place. Most institutions remain stuck in what the industry has started calling pilot purgatory: isolated proofs of concept, sporadic tactical wins, and no clear path to enterprise value.

The same readiness gaps are blocking progress. More than nine in ten bank data users report that needed data is often unavailable or takes too long to retrieve, and 81% cite data quality as a top challenge. Legacy core systems are costly, rigid, and hard to integrate with AI. Regulatory uncertainty around autonomous AI execution adds governance complexity that most institutions haven’t resolved. IBM’s analysis of core banking modernization found that 94% of these programs miss their timelines, not because the technology failed but because legacy rigidity, governance gaps, and data fragmentation create a readiness deficit that technology alone can’t overcome.

The cost of inaction is quantifiable. Industry analysis projects that if banks fail to adapt their operating models for AI, global banking profit pools could shrink by $170 billion over the next decade, with early adopters gaining up to four percentage points in return on equity while slow movers lose two to four points.

The AI isn’t failing. The systems beneath it are.

Readiness doesn’t mean waiting

The strongest objection to readiness-first thinking is that it becomes a sophisticated excuse for inaction. Strategy decks multiply, governance frameworks get drafted, and meanwhile, competitors who moved faster are compounding their advantages.

That objection is legitimate. HBR’s research has identified organizations that are “pilot-rich and transformation-poor,” investing heavily in AI preparation that produces little enterprise value. Some banks now operate 250 or more isolated AI models with no integration strategy. MIT Sloan’s analysis notes that organizations change slower than the technology itself, and that laggards fall further behind on capability curves while deliberating.

But the data also shows that unstructured speed collapses into expensive failure. The organizations seeing the most success aren’t choosing between readiness and speed. They’re running both in parallel. Research on high-performing AI organizations shows they redesign workflows, operating models, and data infrastructure while running AI use cases in agile pods with federated governance. They’re three times more likely to have visible senior leadership commitment and to treat AI as business transformation, not a technology project.

There is a distinction between readiness as a gate and readiness as a practice. Start with use cases that teach you something about your data quality, your governance gaps, and your team’s ability to absorb change. Use the pilots to surface what the foundation needs to look like. Then build it deliberately, informed by what you’ve learned.

The difference between organizations that have AI and those that actually use it comes down to this operational readiness. Not readiness as a gate that blocks deployment, but readiness as a discipline that runs alongside it: testing governance with lower-risk use cases, building data integration where pilots reveal the gaps, and redesigning workflows with the people who will use the outputs, not after they’ve been handed a finished tool.

The readiness question your AI strategy isn’t asking

If your AI initiatives are producing pilot results but not enterprise outcomes, the problem is almost certainly not the technology. It’s the operational systems around it. The readiness gap between AI investment and AI production is widening, and the longer you scale investment without building those systems, the more expensive the reckoning becomes.

The organizations that will capture AI’s value aren’t those deploying the most pilots. They’re those building the operational foundation to make pilots productive: integrated data, clear governance, capable teams, and processes designed for how AI actually changes work.
